Sudden GPU usage/power drop Gtx970

Hey everyone, before I start explaining mu situation i would like to state that this is my first ever post here so im kind of a noob and i have bad english so bare with me :D!

Here is my problem:

For the past couple of months anygame i throw at my computer would be a walk in the park but after playing the witcher 3 ONCE and updating my driver "2 days ago" i started having this problem ! basically the problem is a sudden drop in GPU usage and power which also cause a very HARD drop in fps specifically when playing BF4 since its mostly what i play! my FPS would go from 120-150 down to 25-45 then back up in a split second!

I usually keep an eye on my PGU temps which goes at 27c Idle and 55-65 on load with 40% fan speed.

specs:
CPU: I7-4790k @ 4.5
CPU Cooler: Corsair H100i
GPU: NVIDIA Geforce GTX970 SC
MOBO: Asus Maximus VII Hero
RAM: 16GB Corsair Vengeance
SSD: x2 128GB Samsun 850PRO
HDD: 1TB WD caviar black
PSU: Corsair HX1000W
Case: Graphite Series 760T


I have read mostly every thread there is about the gtx970 but mostly non helped since they had slightly different problems and ways of solution.

Used this method last night but the problem is still there.
Click Start
Click Control Panela: Click System and Maintenance and then System or simply System (in Classic view).Click System and Security and then System.
In the left pane, click Device Manager
Double-click on Display Adapters
Double-click on your NVIDIA GPU
Select the Driver Tab
Click on Roll Back Driver

Bringing this thread from the dead- Im having the same problem with my RTX 2060 card. Here's what I posted on another forum-

I've been having some instability while playing games after upgrading my systems GPU. The instability is occasional FPS stutters that last for a second or so before returning to normal FPS. My rig is a pre-built Dell Inspiron 5676 and I initially thought the dodgy power supply was the issue so I upgraded that, but the problem persisted. I went and installed the old GPU which came with the system, a RX 580, and gaming seemed a little more stable, although there were occasional stuttering. I also went through with proper driver clean up using DDU so that couldn't be the problem. Here's a screenshot of MSI afterburner stats. Any suggestion helps!
