sudden high usage

I have a i7 5930k
its about 3 years old I redid my windows the other day and ever since I have oddly high usage in games such as league of legends

Mass effect Andromeda used to run fine at late 50%usage now its 100% and shitty frames
I have a gtx 1080 aswell I googled but couldn't find any good results help would be awesome
temps are good soo def aint the temps

Is Mass effect using 100% of the CPU, or is it competing with other processes that are pushing the CPU into 100% utilization? If it's the latter, what other processes are using the majority of CPU at the same time?

You might have some CPU hungry processes in the background, open Task Manager and check if you find any.
Also in Task Manager you can go to: Details -> Right Click Mass Effect -> Set Priority -> High
