Question Sudden loss of performance in brand new PC

Hi guys, So just yesterday I built my brand new PC and I came home from work today with all my games downloaded (Apex Legends, PUBG, Dayz.. etc) I was able to play with amazing quality and frames for about 3 hrs and then I tried to fire up DayZ and everything went to s***, my frames were absolutely horrible when i tried to play and now when I try to play any other game my frames are terrible, practically unplayable. Can anyone please help me figure this out? I have all the latest drivers for my MOBO, And graphics card installed...

Hardware:

Ryzen 3 2200g
MSI RX580 ARMOR OC 8gb gddr5
MSI b450 gaming plus MOBO
2x4gb kingston hyperx ddr4
evga 500w psu
seagate barracuda 2tb hdd (Games & Software)
Patriot burst 240gb ssd (windows)

My RX 580 is stuck at 300mhz and i dont know what to do. I've uninstalled all drivers, tried reinstalling many different versions of the drivers and nothing can fix it, I was fooling around with afterburner and i think thats what triggered this to happen.

If anyone knows how to fix this please let me know. Much appreciated.

EDIT: I've now realized that my GPU is stuck @ 300mhz anyone know what to do here?
