Sudden low CPU clock speed

I have an Intel Pentium G3258 on and Asus B85M-G motherboard and it was running at 3.6GHz for 6 months or so. All of a sudden, my computer has slowed down and my clock speed has lowered itself down to 0.8Ghz. In the BIOS the target speed is still 3.6Ghz and I haven't changed a single thing. Also, it sometimes pushes up to 1GHz, then back down to 0.8Ghz, if that make a difference.
 


It's around 31-33 degrees Celsius and the readings are:
12v - 12.192 v
5v - 5.00 v
3.3v - 3.328 v
 
You only have 4gb ram

Your CPU was running at 0.8 to 3.6GHz - which is fine. I gather you're running low performance through performance management.

Your CPU was getting to 46C which is fine gaming

Your PSU 12v line is getting a bit too high (12.288v). What make and model PSU?

Your CPU fan was running at only 700rpm. Speed it up to 1000+

Your GPU was running at only 300MHz. Is this integrated graphics?
 


This is not integrated graphics, I have a Powercolor Radeon R9 270. My power supply is EVGA Supernova 80 plus gold 850W.
