Sudden low FPS in every game!

(I noticed this while playing CS GO) I woke up this morning, all ready to play CS GO, but when I turned on my PC, there were weird artifact looking lines across my screen (There were only two of them). I thought it was nothing, so I restarted my PC. When it turned on again, they were gone, so I opened CS GO and loaded into a match. But there was a problem. I was getting 20 fps. This is not good at all, since I usually average 150 fps. I thought it was no big deal, so I just restarted my computer (Yes, again). Sadly, that didn't help anything. I wondered if it was just CS GO, so I tested some other games. My very first game I tested was JC3 (please no hate I know its bad) and I went from a solid 60 fps down to 14. Almost every single game I tested dropped to unplayable frame rates.

EDIT: It seems 16.12.1 (ReLive, the latest AMD driver update) completely destroys my PC. I reverted back to 16.11.5, and all was well.

Artifacts are usually signs of a dying/malfunctioning graphics card. How old is this build??? When was the last time you cleaned your pc???

> download display driver uninstaller from guru3d...run it and uninstall all current drivers...
> power off the system and reset the cmos battery...
> clean the card properly for dust accumulation...

bios, in case the new one doesnt work...(optional)
> now go to the nvidia/amd website and download the latest drivers for the card and install them...
