sudden Overall computer lag

About 3 days ago I started getting some weird lagging when playing games or just doing various things on the computer. When gaming, I feel like my mouse randomly locks for about half a second when looking around. this happens in CSGO and Battlegrounds most noticeably and this never happened before. So I took it as mouse lag and tried some things regarding my mouse but I believe it is something else, and the mouse is not the problem.

Another thing I've noticed is whenever I open Chrome my computer and mouse become sluggish for about a second and my CPU usage spikes to around 70-90% then back to normal. Back to the problem with gaming, here is a screenshot of my CPU and GPU usage in the space of a minute (from having the game close, to opening the game, to actually playing) https://gyazo.com/72a3c082a92b1a2a80b7c2427b57e194 My fps stays at 200+ and there are no fps drops, but I still get the mouse problem. Another thing is, when spectating others in any game, it is really choppy and laggy, whereas before it would be as smooth as butter.

Whilst writing this and doing nothing else on the computer my CPU usage has been fluctuating between 5 - 55%, not sure if this is normal just thought I'd mention it. https://gyazo.com/b40c1754569bdb0bb95587801cf53d92

Turning down the graphics didn't seem to change anything, still getting the weird stutters. As for mouse acceleration, I've turned it off both in game and in the mouse pointer options, still didn't change anything.
