Question Sudden restarts and now PC is not booting ?

Okay so I was playing GoW, been playing it last few days. But today I got 2 random restarts. It hadn't happen until today, I managed to get it to start again somehow and then it happened again and I can't get it to boot anymore and on top of it, the gpu fans are going crazy fast whenever I turn on the computer but nothing is displayed and the debug LED is white on VGA.

Specs:

MSI MPG B550 Gaming Plus
MSI Armor RX 580 8GB
16GB RAM

Things I've tried:

• Reset CMOS
• Changed GPU
• Used a different monitor

Please help

Ryzen 5 3600, rosewill 650W Modular bronze plus.

I changed it to an old gpu 9800 gtx+
