[SOLVED] Sudden strange fps drops narrowing it down

So out of nowhere my brother has been experiencing some low fps and strange dips. We have replaced the gpu , cpu and ram , updated bios , reinstalled windows and drivers . And it's still happening. I have the same system but different motherboard and psu and my fps is higher and more stable. Could it possibly be a bad motherboard? He has the cheapest am4 motherboard available

Yes it is probably a bad motherboard . You can try putting his cpu , ram & gpu in your pc if it works fine then you should replace the motherboard
