sudden stutter on all applications

so i was playing cs-go with a lot of tabs open and it crashed so i pressed the power button on my pc to restart it and from that day on every couple of minutes my whole pc just starts running slow and stuttering i checked for any types of virus and its not that my ram and cpu seem fine from what ive seen. I also tried cleaning up my files and checked for updates.
edit: im pretty sure its not my hard drives because i checked if their where any errors and i cleaned it.I just noticed when i move a window to my second monitor it slows down like slow motion and when i put the window back to my main monitor its a bit better.

Open up event viewer and check around the timestamp of the crash (within a few minutes), for any events marked as critical. Write out event ID here. Get something like hwmonitor and check what your cpu and gpu utilization are at when this is happening.
Look at your hard drive and see how much space you have left on it. If less than 15% free space, free up some space.

turned out i had a screen recorder in the back ground just eating away my ssd XD
