Sudden surges in CPU temperatures

So I have an i7 4790k, a CM 212X, and Arctic Silver 5 in my system. My idle temps are fine (29-30C), but I've been getting random surges in CPU temps (going from idle 30C to around 40-45C in less than a second). I have no idea what is going on. Is there something wrong with my CPU, or is it normal? The surges usually happen post-boot and stop about a few minutes afterwards.

How do I turn off all this turbo stuff? I don't really need to squeeze all of this power out of my CPU. I'd rather keep temps low and lengthen the lifespan of my CPU.
 
having a spike of 40-45 is nothing esp in terms of affecting life span. compare 40-45 to full load temps then 40-45 is low.
if you don't plan on using turbo, let alone overclock, then you should have opted to a non-k, save a few bucks.

anyway, nothing to worry about, even 60+ is normal under full load
