Suddenly getting bad stutter in Doom 2016 despite 60fps

A week ago I installed a 500gb Samsung M2 SSS onto my gaming laptop, which is a Lenovo Legion y520 purchased in October.

I always had bad frame rate problems with Doom from the very beginning, but back when I only had an HDD I managed to fix Doom by editing the DOOMConfig.local file. vt_pageImageSizeUnique and vt_pageImageSizeVmtr are by default set to double your card's amount of dedicated ram, and in my case it was set to 4096, and all I had to do was lower that to 2048, cause I have a 2gb card. I found this fix on the Steam Community, and it worked immediately and I got smooth, stutter free 60fps gameplay on mostly high settings.

Now after installing Doom on the new SSD, which I properly formatted and installed the OS onto, I get stutter even while applying this fix. I have managed to get it to work once, then I dropped the game in favor of the Witcher 3 for a while, updated my drivers once, and now it stutters again. I have 60fps pretty much constantly on high settings at 900p, shadows and virtual texturing page size set to low, yet the game stutters frequently when I move the character and pan the camera, and it's so frustrating. I've tried to re-install drivers, install previous drivers, tried both OpenGL and Vulkan, using adaptive or normal v-sync, using Nvidia Control Panel v-sync instead, verifying game files etc. No dice. I get stutter in the Witcher 3, but only in places like Novigrad or the swamp with the Crones where it's not that unusual to have stutter with my specs and no G-sync (I otherwise get between 55-60 fps), but now in Doom I'm getting stuttering in places where I wasn't getting any stuttering before. Really frustrating. Lowering all settings and even the resolution to 720 doesn't remove the stutter.

I've attached some screenshots. On average the game uses a shit ton of my ram, around 40% CPU and only 75% GPU. Shouldn't it be using 100% of my GPU? Is it using too much of my ram? Before installing on SSD I'm pretty sure it used 100% of my GPU after applying the pageImageSizeUnique fix.
