Question Suddenly getting lower FPS on 1060

I have recently noticed that my GPU is giving around 25% lower FPS, after some investigation I found that I can turn it back to normal by reseating my ram, now it happens quite frequently almost each time I reboot my PC.

I monitored my GPU load and noticed that when it's working properly, the bus interface load doesn't exceed 10%, while when it's underperforming the bus interface load reach up to 85% with a slightly less power drawing of -20W.
I was thinking of getting a new ram but does anyone have an idea if the problem is GPU related or RAM related ?

Quite desperate here, would appreciate any help provided.

hmm its quote odd that RAM would effect this. do you have a different motherboard you could try?

Unfortunetely not, I assumed that it was the ram because removing it then putting it back was the only way that I found working.
