Suddenly having to have Vsync on for games that used to not require it.

I've recently been having issues with my computer requiring vsync on for gaming, even though I never had to have it on for any of my games before. I first noticed this a month ago in Overwatch. The screen would sometimes start to stutter and turning vsync on in game caused it to go away. Initially I thought it was my graphics card was overheating, so I cleaned out the dust, and changed the setting back, only to have the problem pop back up. Then WoW started having an issue with the game looking chopping, even though the game would say I wasn't having an fps drop. Lowering my ingame settings did nothing, as did disabling all my addons. Only enabling vsync fixes the problem. I tried changing settings in the Nvidia control panel and went back into both games to see if anything would work. WoW still has choppiness without vsync, as does Overwatch, in addition to occasional stuttering. Even TF2 is having the same issue.

I'm using a Nvidia GeForce 760 GTX, an i5 4570 CPU, 8GB of RAM, and a 60hz monitor. My PC is almost three years old.

Some of things I've tried but haven't solved the issue:
-taking cover off GPU and getting rid of dust
-exiting out of battle.net with Blizzard games (issue happens even in non-Blizz games)
-changing Windows and Nvidia power management modes to high performance
-rolling back my Nvidia driver to before I started having the issue
-checking my CPU and GPU loads to see if there was a bottleneck (best as I can tell there isn't)
-limiting FPS to 60 without vysc ingame
-even ran a diagnostic on my RAM, which came back clean

WoW had been getting around 90fps normal on the setting I had been running since I built this PC, and Overwatch ran fine on the recommended settings since launch. It's driving me crazy, because I keep trying to find what might be causing this, but I just can't seem to pinpoint anything as to why I'm having this happen all of a sudden.
 
I did delete the cache for WoW, since that usually is one of the first things recommended when having an issue with that game. I've also uninstalled and reinstalled the game, but that hasn't done anything. Did the same for Overwatch, and again, no improvement.

I should also note that right before I started having issues, I had both an update for Windows 10 and my Nvidia driver. Looking up if there were any recent issues with Windows and games, I did see something about making sure that Xbox Game DVR is turned off (Its already been off for sometime).

At this point, I guessing its maybe a Nvidia issue.
 
I did several rollbacks on my driver, going as far back to ver.372.54(oldest driver listed by the Nvidia driver search on their site). Didn't fix the issue.
 
I updated my chipset drivers to see if maybe that would do anything, but no dice. For now just going to wait and see if a Nvidia update might fix it, since I'm grasping at straws right now.
