Suddenly Low FPS in ALL Games! Help!

So first off here is my rig specs -
Intel Pentium G3220
20 GB of RAM (Corsair Vengeance [4 GB] + PNY [16 GB])
EVGA GeForce GTX 750ti FTW
Thermaltake 430W PSU
ASRock H97M Anniversary Motherboard
SO here is the situation, my FPS in Counter Strike:GO is usually between 95-170 but one day later my FPS is now under 10. I have sweeped my computer and did a full system scan and I have no viruses that would take up my RAM. Another thing that I have noticed is that when I start a program like Steam or Chrome my CPU Usage skyrockets to 100% (I dont know that much but I do not know if that is normal). My computer has slowed down dramatically when opening closing programs. My CPU Temp is usually between 70-87 Degrees Fahrenheit. My thinking is telling me that this is probably an overheating problem because I bought Elite Dangerous, a pretty hard game to run before this problem I ran between 30-70 FPS but I think I fried my CPU. ANY HELP WOULD BE MUCH APPRECIATED!

If your CPU was fried, your computer wouldn't be working. It would also shut itself down if it reached temperatures which

were of danger to it and the ones you report, aren't near that limit I think. I'm a bit suspicious of the PSU.
