Question Suddenly strange micro stutters in all games

I'm writing here because I have no idea what it could be. For a few days now I've noticed that sometimes in games ( ex. Gta Online , CS 2 , Red Dead Online ) there is micro-stutter's, which has never happened before. Example: I have a constant 82 frames all the time, suddenly the frames will drop to e.g. 80 or 78 for one second and you can see micro stutter on the screen. I don't know why but it seems to me that it started happening when I turned off DLDSR in nvidia and then turned on this resolution again. Maybe some settings in Windows are broken now ? ( I remember that night before that was happening I have only turn off and on Nvidia DLDSR and reset router cuz Norton said that " my DNS is hijacked " )

I've tried almost everything:Sfc, DDU,changing settings in the system (game mode etc.), I checked the internet connection ( reset router to default settings ) , turned off auto tuning in nvidia etc.

My spec :
Motherboard : asus rog strix b760g gaming ddr4
CPU : i5-13600kf
GPU : Rtx 4070 Ti Super
PSU : MSI MAG A750GL PCIE5
RAM : Corsair 32 GB 3200mhz Vengeance

Uninstall Norton to determine if the system stabilizes.

(Just use Windows Defender/Security.)

Disk drive(s): make, model, capacity, how full?
Nope, Norton doesn't changed anything

does it happen offline as well?
reinstall windows to be sure it´s not infected or corrupted
Honestly , when I checked GTA singleplayer ( I will also check rdr 2 singleplayer, it's probably the most demanding game I have), it doesn't happened , when I turn GTA Online , it happens right away. And in Online it can happen like, on the beginning stutters are every few seconds and sometimes like one stutter for 5 minutes etc .

Use Task Manager (start with the Performance tab) and Resource Monitor (start with Overview) to observe system performance. Run as admin.

Use the graphical representations - some change may be more apparent.

Use both tools but only one tool at a time.

You will need to keep the tool window open and viewable while gaming.

The objective simply being to watch for some change in resources at the times the microstutters occur.

What resource changed, how much, and what was using any given resource at the time?

Then refocus on any changes that were seen.

Take your time, watch carefully. Consider that there may be some certain aspect of game play when the stutters occur.

Try to do those things again to verify that that leads to the stuttering.

the firewall you are using is not set correctly or network is set to public instead of private

I was watching a lot of time in task manager , cpu , gpu , ram looks normally but Ethernet looks...kinda strange ? ( on screenshots are rdr 2 online when having stutter from 82 to 78 for 1 second )

Nothing unusual about the results.

However, the results do not appear to be the full "ipconfig /all" results.

No details regarding wireless network adapters..... ?

One thing to check for is that only one network adapter is enabled - either wired or wireless. Not both at the same time.

Other things you can do:

Disable IPv6 - that may prove helpful.

Change the DNS servers to Google at 8.8.8.8 and 8.8.4.4
