Suffering from MAJOR Graphical Issues while Running Certain Games on My New PC

I just built a new PC and, for the most part, it's been working well. However I have come across some issues while running certain games. Out of the 9 games I ran yesterday two had serious graphical issues (both had the same issues). These were Europa Universalis 4 and Counter Strike: Global Offensive. CS:GO I was able to fix by adjusting the resolution, and same goes for EU IV. I used get the same problem when I turned on GPU scaling on my graphics card but after updating Catalyst Control Center that has disappearded. I made sure I have all the latest drivers for my GPU and other components but the problem keeps occurring. Here is an image of what issue looks like in EUIV: http://imgur.com/tUytkjT
My PC Specs are:
Intel i3 4150 Dual Core
AMD Sapphire Radeon R9 280 dual-X 3GB GDDR5
H97 PRO4 motherboard
450w Seasonic 80+ Gold PSU
SeaSonic Barracuda 1tb Mechanical Drive
Team Elite Plus 8GB (1 x 8GB) DDR3-1600 Memory
Acer H24H3 Monitor
My main guess is that there is an issue between the GPU and the monitor because in game screenshots I take on steam come out fine with none of the visual errors. Any and all help is incredibly appreciated!
 
Your graphical glitches may be caused by your hardware being loose. Try taking your GPU and putting it back in. It might also be your cable, VGA, DVI, HDMI. Or try lightly hitting your monitor or the cable, that happened to me too.
 

You made a post about bottlenecking from the i3 how could I tell if that were the case. Also I'm running and HDMI cord
