Sufficent cooling setup?

Currently, I have a Rosewill Ranger-M case, a reference R9 290, and a i5 3470 with a stock cooler. I was wondering if I put a Corsair H55 water cooler in the side panel for my r9 290 would it affect case temperatures negatively? I would very much like to use the HG10 A1 bracket to cool my R9 290 because the temperatures are at 70C while gaming, and the fan speed is at 55% with MSI afterburner and that speed is really loud.
The case has a 120mm intake fan and a 80mm exaust fan.

You don't need a liquid cooler. What you NEED is a case that has better airflow. Any quality case that offers AT LEAST the options for two front 120/140mm fans (Intake) and two 120/140mm fans for exhaust using the rear fan location and at least one top location, should be plenty to offer you much lower temperatures on your graphics card. It's cooler can only cool as well as how much cool air is available to it AND how much heat you are getting OUT of the case.

Aside from that, 70°C GPU temps are well within spec, and should not be a problem. Obviously, if you can reduce that somewhat via better case cooling, that's a good idea, but as it is you are not even close to max temps for that card.

Fan speeds are going to be even louder with a liquid cooler. The idea that they are quieter is a misnomer. AIO coolers are generally louder than air cooling unless you are using a pretty big loop.

Your current case cooling with a single 120mm and a single 80mm are far below what should be standard with your type of configuration.

70°C is really very cool for a 290, if it's too loud relax the fan profile. The reference 290s are known to work fine over 90° so there's no problem slowing the fans and letting it run at 75-80.
