32" I would consider to be the smallest "TV" you can reasonably expect for typical home viewing. Of course you can get them all the way down to 20". And they certainly make monitors in 32", but budget, not so much. You can get a cheap 32", but they are pretty terrible as monitors:

If you are talking 27", floor is pretty low, but so is the quality so I recommend going for a little more than the cheapest, like this IPS panel:

That said, 1080p at 27" at typical monitor viewing distances makes for a pretty terrible reading experience. So 1440p, would be my recommendation:

Beyond that, stands are nice, usually add $50 to a panel, but are worth it if you want to be able to adjust height. Or you can double check on VESA compatibility and buy a separate stand.
