Please suggest some best graphic cards under indian Rs.4000.Please not suggest more than this price. And give the games name that can be playable on it.

The are no gaming graphics cards under $65

Nope. None. Pretty useless for gaming under that price. Intel's integrated graphics or AMD's APU offer better value

The 1GB R9 250 sometimes can be found for that price. It should play everything except Dead Rising 3. Plus it should handle medium settings comfortably on most games.

Otherwise you might find an old nvidia 640 for similar price.

However the mega cheap older card AMD 6450 can easily be found in that price range and will play most games. You will just need to check PC system requirements to know if you can play a game before you buy it.

As you know it is very hard to find a quality graphics card under $85 or Rs.5000

Whats your current CPU/APU? If you already have an intel CPU or AMD APU you are better off just sticking with that.
