Question Suggested build parts for grand strategy games such as Stellaris, Imperator and HOI4

I am brand new to PC gaming and was wondering what components (CPU, GPU, etc) I would need to run grand strategy games such as Stellaris, Imperator and HOI4. I have a budget of around $1000 to spend. Thank you for your help.

Prefer to overclock the CPU?

Do you have the monitor, keyboard, mouse, audio?

Do you need the OS?
I don't have any of the peripherals so I would need to buy those as well.

I would like to overclock.

I have a copy of windows 10 to install.

I could stretch the budget to $1,500 to include the monitor, keyboard, mouse etc. 1080p is sufficient for me right now but I wouldn't mind updating to 1440p in the future.
