Suggestion for using wifif adapter

My cousin lives in the top floor above my room. He is using wifi. Can I use his internet by using a WIFI ADAPTER? (I am using a old computer without lan card)
Please give a suggestion what should I do?

This is so simple. If u can access his WIFI wit ur smartphone, u can with a PC as well.
