Approximate Purchase Date: Two-Three weeks

Budget Range: Roughly $700 assuming I will keep my current rig intact but re-use my monitors

System Usage from Most to Least Important: Dual Screen, Excel, Web Surfing, Remote VPN

Are you buying a monitor: No. I will keep my two below

Parts to Upgrade: I would like part suggestions on everything inside Case (plus Case)

Do you need to buy OS: Yes. I currently use Windows 7 Home Premium (w/ original disks). But assume I will keep that with my current rig. I would like to buy another Windows 7 License but not sure it is possible anymore. Need advice. Windows OS for sure.

Preferred Website(s) for Parts: I used Newegg for my first build below. Experienced some RMA's but they were fine. Open to suggestions.

Location: Long Beach NY

Parts Preferences: I like ASUS and my AMD CPU has held up. Agnostic.

Overclocking: No. I don't game - nothing complex. Just want a stable system for work and surfing.

SLI or Crossfire: Not sure what this means :))

Your Monitor Resolution: 1920 x 1280 (See below)

Additional Comments: I need a GPU with two DVI Ports for my monitors. Also, I think I would like to use SSD's instead of spinning hard drive? Don't need more than 256GB but not sure how pricey it is. My current 8GB of RAM serves me well with Windows 7.

And Most Importantly, Why Are You Upgrading: My current build below is getting the "VGA not Detected" diagnostic (One Long Beep, Three Short Beeps). I replaced the PSU - No Good. I feel it can just as easily be the ASUS motherboard as the GPU, so not sure I want to plow money into it. Plus it is 5 Years old and it only ran me about a $1K so - no complaints.

Here is the current system:
CPU - AMD FX-4300 Vishera 3.8GHz (4.0GHz) Socket AM3+ 95W Quad-Core Processor
Motherboard - ASUS M5A97 LE R2.0 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX
Memory - G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1333
Video - EVGA 02G-P3-2639-KR GeForce GT 630 2GB 128-bit DDR3 PCI Express 2.0
PSU - CORSAIR CX Series CX450 450W
Case - Thermaltake V3 Black Edition VL80001W2Z
HDD - Western Digital WD Green WD5000AZRX 500GB
Monitor - Two Monitors: LG IPS224T-PN Black 22" 14ms (GTG) Widescreen LCD Monitor
OS - Windows 7 Home Premium

Thanks in Advance
Peter

Solution
The AMD Ryzen CPU's don't have a iGPU so they require a dedicated video card for display, since you don't game that was the reason I suggested the i5. The GT 710 would work in your current system if your current GT 610 is the issue. If your current motherboard is the problem then you might as well get a new CPU/MB/RAM, especially with that budget.
This will be a bit overkill for your uses but would be a massive upgrade over your current system. I would use a VGA-DVI adapter on the motherboard for the second monitor. Also the onboard graphics on the i5-8400 is actually better then your current GPU so there would be no use for it in the newer build.

Assuming you don't mind using your case and psu, then this should work good for you.
This Ryzen bundles with Asus Motherboard and 8GB dual channel ram.

Thanks everyone for your suggestions. Extremely informative. Lots to digest. If I understand correctly "all three" of the motherboards have integrated GPU capabilities. Amazing. Wildcard feels that because of the i-5 power - I wouldn't need a GPU card at all. Whereas Finstar and Johnny suggest using a dedicated card. I am not a gamer so if I went with a dedicated card - it would likely be more in Finstar's price range.
When trying to fix my current problem, I contemplated buying the following GPU EVGA GeForce GT 710 2GB (Single Slot, Dual DVI)
Now I'm debating whether I should cannibalize my current system for PSU, RAM and Case?
