suggestions for a gaming graphics card

Is MSI 4650 ATI Radeon gud for gaming.My budget is only 4000rupees.this costs about 3600 rupees .want to play games like ac3,CoD black ops2,most wanted 2012.Any other suggestions within my budget ?I don't mind playing games in low settings .
