Suggestions for CPU fans

Hello guyz,
I am from India, and in summer India is too hot to breathe, so my processor AMD Phenom II X6 1090t stays 45-48 degree Celsius when idle and when in load it crosses 60 with the stock cooler (when I play Mw2 but didn't try bf3 in fear of burnout), sometimes PC shuts down due to overheating of CPU. My Room temperature is 34 degree Celsius and outside its 44 degree Celsius, I have added 7 fans and a good airflow in cabinet hence all temperatures including Mobo, Graphics Card are now low, Mobo stays 36-38 degree Celsius when idle and 40-46 when in load but the CPU is at same, so what could be the problem? I want to buy a Heat-sink, suggest me a Heat-sink (On budget) for Phenom II x6, I have selected these two

are they capable to handle my cpu temp? any Suggestions will help me a lot.
My system:
Processor: Phenom II X6 1090t
MB: Asus M4N68T M LE V2 (I know its bad)
RAM: 6Gb DDR3 Kingston
GPU: Raedon HD 4850 512 MB DDR3
HDD: 1TB SEAGATE BARRACUDA
PSU: 500 watt iBall Marathon Peak.
CABINET: Zebronics LAVA with Custom modifications.

Do you OC the CPU? If no, then if I were you I will take the A40 from the two, because it has at least 4 heat pipes.

But I will recommend to wait for the hyper212 EVO is back on stock to buy it.
 


No I don't OC the cpu, its in the stock speed but still high temps 🙁 so A40 would be great? Or something else (on budget between 2.5k) rather than waiting for hyper212 evo?
