Suggestions for external radiator

Ok, so I recently just discovered this Aquacomputer Airplex GIGANT 1680 External Radiator - Copper Fins and I am being pulled between two different ideas..

I was thinking that placing the radiator tower into a bucket with water would allow for a greater amount of heat transfer because of simple physics...
liquid(coolant) --> solid(radiator) --> liquid(bucket with tap/distilled water) heat transfer is much faster than liquid(coolant) --> solid(radiator) --> gas(air)

However, I continued to ponder this idea and realized that as the tap/distilled water in the bucket began to heat up, it would be able to remove less and less heat from the radiator.
Again, however, as the tap/distilled water is heated, evaporation of that water increases and cooling of that water also increases.

But, here's my question...

Would it cool better as being air cooled by 2, 170-180mm fans (one at top and one at bottom), or would it be better to place the entire radiator into something like a 5-gallon plastic bucket and fill it with tap/distilled water?

Also, if placing it in the water would cool better, would there be any negative side effects such as copper corrosion to the radiator fins or anything else?
