[SOLVED] Suggestions needed for an upgrade

I could use some suggestions for a new build.

My old system crashed the other day and I think it's time to finally upgrade my Mobo, cpu and memory.

I don't game but do like a fast machine and watch a lot of TV on the system using an HDHomerun Prime Network device.

I'd like to build around a EVGA GTX 1060 3Gb SC graphics card and I don't know if system compatibility extends to graphics cards. I only upgrade about every 10 years and want something a bit future proof.
I don't need anything fancy, just stable. I'd like it quiet. I don't over-clock. Previously I was looking at i5 or i7 CPU's at about 3.7Mhz, until Ryzen caught my eye. The R5 3600x is interesting because it's recent but not top of the line.

My Dell Precision 7510 laptop has an i7 6820HQ @ 2.7M and 16Gb of DDR4 memory and it seems fast to me.

I'm interested in DDR5 memory but it looks like it's not going to be out for a while. So probably 16Gb of DDR4 3000 with slots for more

If I could keep the cost around $500- $750

I'll be needing a new copy of W10.

Thanks for your help. My inclination is to go a step up in each of the suggestions, but I'm not sure it's really worth the money.
The core i5 seems to get a great review, where as the core i7 not so much, especially for the price point. What about going to the core i5 at 3.3Ghz or 4.1Ghz.? They're both $229 The 3.3Ghz still runs at 65W

What about going to 32Gb of memory (4x8Gb) ? Although I couldn't find a Crucial offering.

What about the Sirocco cooler? Will I have trouble replacing the internal fan on the Phantom?

You want 2x16GB, not 4x8GB if you're going to go for 32GB of RAM.
