I'm going to format my pc and I was wondering if I should change from 32-bit to 64-bit system. My pc specs are Pentium(R) Dual-Core CPU E6300 @ 2.80GHz, 4GB RAM, Radeon HD 7770. Should I change to 64-bit or leave it the way it is?

I'm assuming you are referring to Windows 7. As long as you can find all the drivers for every piece of kit in your machine in 64 bit flavour then feel free to go ahead. For a start you will be able to utilise ALL of your 4Gb. All 32 bit applications that you install will run under WOW64, Windows on Windows64, which is part of the OS and totally transparent to the user.
