Question Suitable GPU for PowerEdge T310 running Windows 10 ?

I am trying to convert an old PoerEdge T310 server into a Windows 10 workstation.
Can you suggest a suitable graphics card for it?

I got to install a driver for onboard GPU: Matrox G200eW version 4.4.0.4 / 20SEP2018 but it doesn't seem to work?

Screen is a Philips 243V5LSB/00. I can only get up to a 1280x1024 resolution but everything is blurry ?
 
According to the T310s spec sheet, found HERE, it has a total of 5 PCI-E Gen 2 slots in the following configurations:
2x PCI-E Gen 2 x8
1x PCI-E Gen 2 x4
2x PCI-E Gen 2 x1

You will have to stick with PCI-E Gen 2 or earlier, so any newer GPU is out.

I just need to know if anyone had a hands on experience with this machine so I limit my research in accordance.
All I want is to have things displayed correctly, nothing special.

However @ 30W seems a bit risky...We will need to go for a modified ATX PSU but this is not the case
By digging a bit deeper I found out that nVidia NVS 315 or a GT520 are worth considering
I'll try myself a GT720 I have lying around.
In any case this will have passive cooling so as to keep wattage really low...
