It would be much more enjoyable experience with a stronger GPU, CPU is weak also. If you are on low budged for upgrade then upgrade just the graphic card, HD 5450 is too weak for minecraft, you will not have a smooth experience even on not fancy settings.

you can also try to get a second hand card if you really tight on budged.

What fps would this achieve on Minecraft atm? How much lag atm? Is there anything I can scale back, to make more room for improvements on other things? I'm on a serious budget man

You can lower resolution which will decrease your view angle and also make it more pixelated but will run smooth at 60 fps which is all you need because your monitor most likely can't handle more than 60 fps.

Would I need to change anything from what it is now to achieve like 40-50 fps? Could I downgrade anything and still have an ok gaming experience on Minecraft?

I was looking to make it from new parts. Could you maybe find me a build that would get decent gameplay from minecraft for around $250 - $300

It's a better build than what you have made. =)

Anyway, it should work for minecraft. You will not enjoy it as much as you would with a better PC thou.
 
It should get something like 60-70 FPS.

But minecraft has lots of settings you can change that will affect it's performance as well. But that computer is very good at a minecraft specific use, other games will be pretty meh to playable.
Minecraft is a single core use game, and the g3258 is VERY good at single core performance. The GPU is also low end, but will allow easier 3d processing than just a CPU.

I was reading comments on YT videos, people were suggesting Ubuntu, how does that stack up against the others? I don't really have any spare cash either, so that is limiting things

Could I get Minecraft on it? I wont be using this as a main gaming PC, so the other game support doesn't really bother me
