Change CPU to: i7 6700K +$60
And a suitable Z170 mobo, plenty of good options available from ASUS, Gigabyte and MSI +$30 or so and up
Change Memory to DDR4 3200Mhz ones are decently priced +$30 or so
And get a decent CPU cooler: CM 212 Hyper+ is decent( and cheaper ), but there are much better ones available as well.
That cryorig is just not meant for a pc like this it's for things where size matters and in your case you should be fine with a tower cooler.
Would probably also grab a SuperNOVA P2 PSU 850W for example just to have room to grow.
Also might want to consider a slightly larger monitor Asus PB278Q is pretty good, the 2560x1440 on a 25" makes for quite small text.

I want the last gen CPU. Skylake did basically nothing. I am very set on not changing that. And the 1070 out performs the titanX, so what are you talking about? What PSU would you recommend?

Skylake added better connectivity and overall feature set. There may have only been a 10% performance increase, but the platform upgrade is what makes it worth it.
Check out the following comparisons i7-6600k to i7-4790k: http://ark.intel.com/compare/80807,88195
And more importantly, Z170 to z97: http://ark.intel.com/compare/82012,90591
Skylake also overclocks better and runs a bit cooler. When building a new build and pouring in 2k, why wouldn't you want the latest hardware? The Motherboards and RAM are the same price and the chips are only a 10-20 bucks more.
1070 Outperforms Titan X in VR, in most games though, it's expected to be on par w/ a 980 Ti.
