Super confused about 144hz monitor with G-Sync

Hello guys! I really hope I'm posting this in the right place. If not, I'm sorry in advance.

I was gifted this monitor "xb240h" which is 144hz max refresh rate, G-Sync ready out of the box, and 1ms response time.

My question is, when I'm playing Battlefield 4, I notice the fps is at 60 constant. Does that mean that Someone running a monitor that is 144hz (and not G-Sync capable) at an advantage over me?

Check the settings in Nvidia Control Panel and make sure the monitor is at 144Hz.
Also, make sure that BF4 is not limiting itself to 60 FPS.
Create a user.cfg file in the BF4 directory and add this inside: GameTime.MaxVariableFPS 200

@pr3di THANK YOU SOOOOOOOOO MUCH! Now my final question: I supposedly have a "ULMB" setting which some prefer over the G-Sync set up... What exactly does it do and could it actually be better? Maybe its better for Nvidia 3D vision 2?
