Question super fast power on and off

i have a msi 970 gaming motherboard that powers on and off super fast it makes my psu click. nothing is wrong with psu tested it in old computer. will not post to bios i did the cmos to no luck. no debug light is on idont know what to do now. some insight would help.

msi 970 gaming motherboard

corsair tx 650m psu

amd althon x 4 4 core cpu

2 sticks kingston 8gb memory 1600

amd radon rx 480 4gb videocard

1 new energizer 2023 lithium cmos battery

1 pny ssd 128 gb

and a 500 gb harddrive

windows 10 home os

right now every thing is unpluged from motherboard except the power and it still does it.

I think the bios is not on the chip at all.

Update your post to include full system hardware specs and OS information.

My first thought is that the CPU is overheating and immediately shutting things down.

Has the thermal paste ever been reapplied?

As for the PSU: it is good that the PSU works in another computer. However, the test may be questionable if that old computer has overall lower power demands.

More information needed.
