Question Super high end PC Lags on startup

Specs: Cpu: ryzen 3700x,Mobo:X570-Plus TUF,Ram: 2x8gb 3000mhz, Gpu: gtx 1080 asus strix,Psu: seasonic 750w m12iievo, monitor:samsung 144hz
my mouse cursor lags badly on startup (i have oc tuner in bios btw) all drivers are up to date
only apps on startup are spotify and discord and nvidia control panel

did you fresh install the os when you first build this 3700x system? what os?
using ssd for os and apps?
malware scan?
disable all those startup app?

yes am using an ssd and i just formatted the ssd and redownloaded windows and all the drivers but the mouse cursor still lags on startup
