Super Low Fps in games

I have the current build.

Ryzen 5 1600 w/stock cooler
Gtx 1070
Asrock ab350 gaming k4 mobo
450W psu
16gb cosair vengeance ram
250GB M.2 SSD
3 intake case fans

My games run incredibly slow even though they shouldn't. Borderlands 2 on the lowest settings barely gets 1fps.
Terraria struggles to keep in the 20s, with frame skip enabled and super low settings.
I checked in task manager and it said the cpu was at 90+% load with a game open. Not sure what it is. I haven't messed with over clocking or anything yet. Any help would be great

Did you plug your monitor into the 1070, and not motherboard?

Its plugged in to the 1070. My mobo doesn't have onboard graphics as far as i know anyway

Which 450watt psu? =maker+model.
Which bios are you running? If triggered to update it to the last make sure to read well since there's a "bridge bios" which you might need to flash first.
Ram what speeds? also are they in the second and fourth slot from the cpu out?

450W is enough for your system. What brand is it?

Is your gtx 1070 new? If so, then just return it for another.
