Super low FPS on non-intensive games

Hey, so I play World of Warcraft and Team Fortress2, and I usually would get around 8-17 fps. I thought that changing my graphics card would help, so i went from a Visiontek X1550 (I know...) to an Nvidia GTS 250 (1gb). Nothing changed. So I swapped out my processor, going from an AMD 5000+ to an AMD 5600+ (best my motherboard can handle). Still...nothing has changed.
I have 3 gigs of RAM, but my motherboard can only support 4. People i know who have even lower specs than min

Resolution you play at? Settings your using? If you've changed your CPU and GPU and nothing changed, the bottleneck is somewhere else.
