Super low FPS with decent rig

[Not Very Perspicacious]

Rig has: i5 4590, gigabyte h-97-D3H mobo, r9 280, 8 gb of ram

Browsing works fine, but when gaming it will go fine with about 15% load on the gpu, but after 30 seconds the load goes up to 90% and the FPS drops to around 3
