Super slow startup, gonna die from worries.

Soooooo, after 3 months since it was born, my computer started to startup so slow, it could take me more than 10 minutes. And mind you, it is a high-end enthusiastic gaming machine. Here are some specs:

GTX 980 ASUS Strix
Intel i7-4790k
GIGABYTE Z97X-Gaming 5
WD 1TB Blue
8GB Kingston RAM
Windows 8.1 Pro

What the hell is going on? In the last couple of weeks, the electricity provider company in my country had some problems with our neighborhood and periodically turned off the electricity at random times in the day and night. In these couple of weeks my power went out approximately 7-8 times, if not more. It was not constant, but still annoying. Could that be the undoing of some of my core components? Any help would be greatly appreciated.

P.S.: Hard Disk Sentinel says the health of my HDD is 99%, but it could be remapped, no idea what that means, sorry. Also, my temperatures aren't high on startup either, GPU is on 26 (Celsius), HDD is on 20, CPU on 29-31.
P.S.: Someone told me that my OS could be making problems, I very hope so.

I would direct this at Software, the hardware in your machine is fine and the power outages should be protected from surging your hardware although its still possible, if you're going to re-install operating system i would highly recommend getting a 120gb/250gb SSD. I'm 99% sure that you wouldn't regret going for an SSD and just connect your WD 1TB as a secondary drive for data. Make sure when you install operating system on your SSD disconnect the 1TB drive as windows has a habit of splitting installation. Any other thoughts post back here

Interesting... I know Windows does not like it when you shut down improperly. Maybe your install of windows is getting corrupted by the power outages. Are you using your PC when the power goes out and do you have a good surge protector? Have you ran your antivirus software recently?
 
Can you boot to a command prompt? Or Windows repair.. sorry i don't own Win8.1 so i don'T know the process.. but if you can boot to a command prompt.. try running a chkdsk on your c... use the switch /X /F /R.. so at the command prompt type: chkdsk c /X /F /R - see if that improves anything..
