Super Slow transfer rate WD elements

Hi, i have a brand new WD Elements 1tb external HD, and i am having a frustration on my transfer rate, i am currently transferring a 12Gb folder to my external and the rate is averaging from 50 kbps to 300 kbps. that's super slow to what is advertise. i think i already troubleshoot it more than enough that i no longer know what to do. please help. =)..

im using a laptop( samsung ativ) with usb 3.0 and running on windows 10,

what i already tried:

checking the policy of the drive
updating software
changing usb 3.0 to 2.0
changing usb 3.0 different cord
On and off
close other apps.
Changing usb ports

Your issue with the WD Elements portable drive definitely sounds frustrating! 🙁 I'd recommend you to try updating the drivers from the laptop manufacturer's website. There should be a USB 3.0 hub controller driver dedicated for your model, if you haven't tried that already. I'd also suggest you to try the WD Elements on another computer and see how the transfer rate would behave there, this is the easiest way to find the source of the issue.

If you have any data on the external HDD that is not backed up, I'd advise you to do so and then try running the QUICK and EXTENDED tests from WD's Data LifeGuard Diagnostics for Windows. The utility will help us determine the health and SMART status of...
it's a mix of both. a folder contains small and large files.. but i tried on transferring per folder , 20MB folder, 500 mb, and still it's the same issue, maximum transfer rate i got is 1.3mb/s
