Hi every one i want to ask you about cheapest super blade for $23000.
i am using it for my company in KSA.

You will have to be more specific. Obviously you could buy the chassis and ONE blade and it would be less than $25K. How about listing the parts YOU chose for $25K and we can evaluate them ...

Empty Chassis $6K
Empty blades (SBI-7428R-C3) 3 * $1K == $3K
CPUs (E5-2609 v3) 2 * 3 * $500 == $3K
RAM (8GB ECC RDIMMs) 4 * 2 * 3 *$125 == $3K
Disks (45GB 2.5in 10K) 2 * 3 * $250 == $1.5K

Under $20K... I probably forgot something, I have never worked with that particular chassis so there could be a switch card or something in the back that I don't know about...

That CPU is end of sale according to Intel's website. I don't know if they have blades to support that old of CPU or not. You would have to contact Supermicro for that answer ....
