Question Supermicro H8SCM-F Motherboard CPU Fan

Hello. My father in law was given this Supermicro H8SCM-F motherboard in a nice Diablotek case that apparently was used as a server that has an AMD Opteron 4130 with 8 gb ram. I installed Windows 10 pro successfully on it. It works very well. I had to add a USB audio device, since no audio was included on the motherboard which for some reason servers do not include audio. I thought I would get it working for him.

I am puzzled by the design of the processor fan. The processor has a copper colored heat sink and a regular 3 inch square fan (that is normally screwed onto a case) is placed on top of it. It looks like it was lightly glued on top of the heat sink but the fan eventually fell off. There is no way to adequately secure this regular 3 inch fan. I would rather not glue it again. It doesn't look any real CPU fan was ever added to the processor because there is no where to secure one. I was wondering whether this fan is necessary, since it appears no fan was designed for the heat sink? It looks like an afterthought. Any input on whether this fan is necessary is appreciated.
 
I finally got a message from Supermicro and they told me the processor does not require a fan but when I ran the computer without the fan on the heat sink, it became so hot the computer started beeping. The problem seems to be that it is not the correct case. It needs a fan from the front to blow through to the back (which is what they told me). There is no fan in the front, nor a way to add one due to no opening in the front which is odd. Since I didn't want to bother getting another case, I used a very strong glue to secure the 3 inch fan on the heat sink and added a 4 inch fan on the side and it seems to cool the heat sink and is very quiet, where it was noisy, due to the 3 inch fan on the heat sink constantly working, but the 4 inch fan on the side quieted it down, having not to work so hard to keep it cooled. This is very mickey mouse but the computer was free and I don't think putting money into a new case was worth it, not to mention the trouble. It is ok for basic general use but not a great computer anyway but good enough for my father in law for what he does.
