Supermicro X10DRi-T not POSTing, no beep codes

I have a Supermicro chassis and motherboard.
I have a Supermicro X10DRi-T motherboard and a 900W Supermicro PSU.

I have put them together, and it successfully powers on (the fans start spinning). However no signal comes out of the VGA port.

I have tried booting with no CPU/swapping between socket #1 and #2, with one RAM module and with none. As soon as I plug a power plug in, the system starts up immediately (I don't even have to press the on button which is weird).

The power button works correctly (if I hold it for 4 seconds, the board and fans power off). It also turns the board back on if I press it afterwards. The UID light also works if I toggle the switch next to the VGA connector. The BMC heartbeat LED is solid after I plug in the power, but after 15 seconds it starts flashing, which I believe is the correct operation.

The speaker produces no beep codes so I am having no success troubleshooting.

I am using one CPU socket, with a Intel Xeon E5-2630 v3. I am also using ECC RAM.
 
After talking to Supermicro support, we realised the problem was that there were standoffs where there shouldn't be, which were shorting out the board. It worked fine after I removed them.
