Supermicro x5da8 motherboard - hard drive light stays on

Yes, I have an issue where the hard drive activity light stays on, no video and does not boot. I removed cmos battery and cleared cmos shorting the 2 solder tabs.
I have removed the hard drives, SCSI and IDE cd drive along with Floppy. No change. I removed all the memory and then I hear the beep error.
I replaced the power supply with one that works, used these components in another case with this type of mother board. At one point I could have thought it was booting, I thought. I changed the hard drives and video card back thinking I might be on to something. Back to same issue.
Any thoughts?

Unplugged all devices and it still won't boot? Or won't boot with the hardrive, which means the hardrive may be failing? You'll need one stick of ram to boot.
