Question Supermicro X7DBE not starting up

Motherboard: Supermicro X7DBE
RAM: 32GB DDR2
CPU: 2x Intel Xeon 5450

Problem:
Hello guys. I have a problem with my server pc.
I cant start it up, i can turn it on but no post. Fans are spinning.
I have ordered 2 new cpus for it. Same as the old ones. I replaced them. Its not starting. I replaced to the old ones back,still no post. Its now the second day that im trying. MOBO LED Doesn't light up all the time!! I have to restart the mobo 10times so it lights up!. Also, before CPU socket there are plenty of "chipsets" that are heating up always. I cant put my hand on it, its very hot. The mobo front where are those chipsets is very hot! On the chipset its says this: "R47" i tried loking in the manual what is it, but i couldnt find it. So i cant start my pc, and those chipsets are overheating.. What is the problem with it? 3 days before it was working fine, CPUS arrived yesterday, i have put them in the mobo. Nothing till that. No post, no beep. I tried removing all rams, the mobo led doesnt light up all the time. Its sounds like not enough power to mobo. Fans spinning slower if that mobo led isnt turned on. What is the problem with it?
