What regulatory domain should I set on access points for a yacht which may visit many countries? Does anyone have any experience of this?

If you look at the tables on Wikipedia for WIFI channels you can see what is most restrictive. For 2.4Ghz, the US is most restrictive. China/Japan maybe for 5Ghz.

When u pull into port, just give the guys a box of Cubans and they will leave you alone?
