Question Surface Pro Win 10 Pro will not let me make an Admin account.

Surface Pro with Win 10 . It only has access for a non-Admin. Can't make a new login without entering Admin for Admin and I do not have login and password as I didn't put them in.
How can I set up an Admin access account without the info that someone else put in for Admin? May have been owned by an organization prior.
