Surface RT touchscreen unresponsive

My Surface RT touchscreen is no longer responding. Thnk the device driver is broken.
MS wants me to send it in for $300 to fix. Any suggestions. I have done a system restore but didn't help???

Excellent news! RT was and is a bad idea.

Spend the $300 on a new decent tablet either running Adroid 5 or full fat windows
