Surprisingly cool GPU

Hello

I know this sounds weird but I suspect maybe there is a problem with my temp sensor of my GPU, it is hard for me to believe it is running at 26-28C idle and about 35-40C in 60% load. Hwmonitor:

based on my other temps do you believe the GPU sensor it telling the right temp?
I have just gotten the GPU in the mail, it is brand new I am wondering if to send it back.

ga-p43-es3g
Q8300
2X2GB 800mhz DDR2
sapphire Dual-X hd 7950 3gb
samsung 840 evo ssd + 1 hdd

I can guess the room temp is about 24C, and also according to the AMD CCC the fan is only at 33% of total fan speed here is a second screenshot:

Q8300 will massively bottleneck that GPU. Take it from an owner :p

It's making my R7 260X perform awfully, and that's not a particularly powerful card. As far as your problem goes, if you don't feel the heat coming off the card after a while then it must be alright.

Yes I know that man I just ran Assassins creed iii and got 55% load GPU and 100% CPU, my sapphire hd4890 died last week so this is the card that I could afford until I get a new rig. I cant seem to tell the difference with my hand but on the other hand I have noticed that the initial low temp came from the auto frequency tuner the CCC does, here is a new cap to explain what I meant:

make sense doesn't it? if so there is no need to return this card I guess.
