Question Surveillance department

I need to build a surveillance system from long distances without delay problems and i want clear images. I need like 7 PC's .
Got rx 480's GPU's if i need them and now i need ssd, motherboards and CPU's. I dont know what CPU is best for camera surveillance AMD or INTEL?. It also needs to be cheap as possible.

You are approaching your project from wrong side.

Camera surveillance do not use a lot of CPU, they use network bandwidth and storage. Start with software you're about to use for this, and build your system around it.
