Svchost.exe (netcvs) continuously restarts itself and uses all my internet bandwidth

Svchost.eve (netcvs) continuously restarts itself and uses all of my internet bandwidth and it is getting REALLY annoying. I have looked up as many ways as possible to kill the process permanently but it keeps coming back. There is no malware on my computer (I run malwarebytes every day). Other people have said to disable BITS (background intelligent transfer service) instead of it being on automatic. But BITS puts itself back in automatic mode after a few minutes and then svchost starts again. I have absolutely no clue why cant just shut the damn process off.

I left it on literally all night so I don't think that is the problem.
 
For clarification. I go to services.msc and put Background Intelligent Transfer Service into DISABLED mode, which should kill svchost right? BUT IT JUST PUTS ITSELF BACK INTO "automatic mode". WTF?!
 
guys its not about killing the process i mean, its not 100% right to disable windows update, the real question is: why is svchost.exe (netsvcs) -used by windows update or any other- taking the whole bandwidth while it should only utilize the idle part of it ! and how can we correct this ?
this is what we need to fix !
