And I am planning to upgrade to:
-GIGABYTE AB350M Gaming 3 - AMD RYZEN MATX Motherboard
-16GB Crucial Ballistix Sport 2400MHz DDR4
-Ryzen 5 1600
My question is, will i need format my main hard drive then fresh install windows 10 or can i just swap the mother boards out and everything will be fine (what a lot of people online seem to say) if i need to fresh install how to i get a new copy of the windows 10 i had? The internet seems a conflicting place about this. All help appreciated.

With such a major system upgrade it's always recommended to do full reinstall.
If you omit this step, there are several possible issues:
boot mode compatibility between systems (new system simply doesn't boot),
performance issues because of incompatible drivers,
windows activation issues.

You get windows installation from microsoft:
https://www.microsoft.com/en-us/software-download/windows10
Before upgrade verify that your windows license is linked to your microsoft account.
After reinstall use activation troubleshooter to transfer license to your new pc.

The MediaCreation tool bottom link is what allows you to create your own USB or DVD Win 10 install, for when you do the new installation in the new hardware.
